UK Higher Education Enforcement Tuition Popular Stage

Even the most readers do not care about British politics, it will probably notice that the news: Prince Charles and Camilla Princess of the car, was in London last week's attack on university student protests.

Tuesday night, tuition reform bill passed in the House of Lords, everything seems a foregone conclusion. Should ask is why students in the UK are so angry?

British students to college, until the end of last century are no tuition fees, and Blair's New Labour came to power, to take The Dearing Report advice and began to charge tuition fees, first received 1000 pounds, then set the maximum limit 3000 pounds, and adjusted annually for inflation, there is 3290 pounds. Conservative and Liberal Democratic Party's coalition government came to power, is prepared to rise to the upper limit of 9,000 pounds in 2012. Ten years, tuition fees doubled nine times. In a democracy, so increase in tuition fees, how could calm?

Admittedly, the British Government's tuition fee collection methods, from the outset, with many developing countries, no money, no hard and fast charge on the different universities. British students do not need to pay admission fees, can apply for student loans. Student loan companies pay on behalf of students to schools, and for the students after graduation, the annual income of more than 1.5 million pounds (2.1 million pounds after 2012) is recovered by a ratio of loans by the Inland Revenue Department, 25 years (after 2012 30 years) if not repaid, the balance can be cleared. So, in essence, the United Kingdom in fact, a variant of the graduate tax is to raise funds for the Higher Education. Can even say that poor students will not be affected in theory, because you can go to school after the first payment, even if the income is too low after graduation, you can temporarily make the payments.

It is precisely because the ruling coalition maintains that tuition fees reform, poverty was not affected enrollment in theory, but only off the graduates need to quickly and large loan, so the tuition fee is progressive way and not tired back of the (regressive), so the university would be more fair. But while the ruling coalition did not mention is that when tuition rose three times in the UK, the University has not received additional resources, just knocking the government's burden on students and ourselves.

It should be noted that a large number of studies have shown that the average teaching cost UK students £ 7,000 a year, currently £ 3,290 a year tuition fees accounted for less than half the cost of teaching, but rose to 9,000 pounds, the students not only bear the cost of all the teaching, but also University of the subsidies may be other projects. No wonder the British student organizations criticized the government not only to cast it, but also to extract students.

Public economics point of view, is still in the elite stage of higher education, less financial burden on entirely by the financial support for tuition fees is not easy to do. When the popularity of higher education reach the stage, the penetration rate has been similar to the primary and secondary education, and consistent with public goods of the non-exclusive and the principles of the public to enjoy, in theory, financial support can also be entirely, in fact, all the Nordic State financial support is to an enrollment rate of 60% -80% between the higher education system. But the paradox is that the middle of the popular stage. The Government has clearly become financially a burden, but not entirely of public goods. Therefore, charges to users, while ensuring a fair admission, to ensure social mobility, and no embarrassment Popularization of higher education dilemma. To be fair, the British Government has done in this area is not too bad.
