International Climate Negotiation Process Will be a Firm Forward

After 10 days of hard negotiations, "the United Nations Framework Convention on Climate Change," The Sixteenth Conference of the Parties and the "Kyoto Protocol" the Sixth Meeting of the Parties on December 11 in Cancun, Mexico ended early. The Conference adopted the "Convention" and "Protocol" two working groups to submit a resolution, extending the mandate of the two working groups in 2011.

Cancun resolution is all tough compromise. Despite the procedural, institutional arrangements than substance, and many challenges still left to Durban to continue negotiations, but the two resolutions outside Bolivia have access than the support of the 193 Parties, is in itself a positive signal in the right direction an important step. As the UN Secretary-General Ban Ki-moon said that the Cancun meeting "in the time needed to obtain the world's most important success", "States in the common interest come together."

Cancun is the core of the outcome of adherence to the "dual system", principle of "common but differentiated responsibilities". Back in Copenhagen, the United States, Japan and other developed countries to attempt to promote "the merger" and abandon the "Kyoto Protocol", or only selectively absorbed by the market mechanism in which some of the elements of their own advantage, and pulling in the same developing countries under the framework of a system to take on more obligations. This seriously undermined the cornerstone of the international climate negotiations, the result can only be endless argument and broke up. Cancun resolution clearly the existence of the Protocol's second commitment period, and conclude the negotiations as soon as possible to ensure that between the first and second commitment period when there is no space. This achievement is significant because only adhere to the "dual system" in order to ensure that the international climate negotiations move forward along the right track.

Cancun is the key to progress in balance, both in the "Convention" and "Protocol" under the dual-track negotiations to strike a balance between, are also included in the "Bali road map" provides a balance between the various topics. Efforts by all parties concerned, in the "Convention" long-term cooperative action under the negotiations of the balance, with positive results. In addition to reiterate the basic consensus reached at the Copenhagen meeting, the Conference of the Parties endorsed the resolution of the emission reduction obligations of the developed countries put forward the goals and objectives of voluntary mitigation actions in developing countries, adaptation, technology transfer, financing and capacity-building development countries on issues of concern have also made progress to varying degrees. For example, start to establish a "green climate fund" process, to discuss the fast start and long-term financing; establishment of equal participation of developed and developing countries on behalf of the Standing Committee to coordinate and help developing countries enhance their capacity to address climate change; a " Cancun adaptation framework "to help developing countries adapt to climate change in planning and implementing projects; establishment of" Technology Executive Committee "and" climate technology centers and networks "to promote technical cooperation and response actions. These results for the balance of interests of all parties to break the deadlock in international climate negotiations is essential.

Cancun rebuilt through compromise and flexibility, mutual trust, and for the international climate negotiations to re-light the light of hope, but the international climate negotiation process is far from over. Meeting in Durban, in accordance with the "Bali Roadmap" requirement, a legally binding international agreement, not only start the creation of new institutions, mechanisms or start a new process, and more importantly, in the framework of the established system Fill the substantive content, the task remains very difficult follow-up negotiations. Fortunately, the strengthening of international cooperation to address global climate change is a general trend, the international climate negotiation process will be determined in the balance forward.
