Whereas the bottom heaviness can be hidden by full, controlled skirt with no fullness. In case your top is heavier and bottom is narrow then do the opposite. Keep the top half simple and bare so as to avoid any more heaviness in the look whereas full skirt will look good on narrow bottom.
